Branson Missouri Editor's Notes - Taney County Debates, Branson City Hall and Foreign Labor
As the morning sun rises and I emerge from a 6 hour stint of unscrambling rogue PHP I'm reflecting on the nights events.
Moving backwards...
A website I had the privilege of working on several years ago is now fixed. Hundreds of people and multiple data sets give those searching for real estate in the Branson market access to integrated maps of 561 real estate agent listings, nearly 6,000 properties and the ability to cross-check data against the county sexual offender database. It's still cutting edge after 4 years (which is light years in Internet time). Though I was able to find funding for the project though a local entrepreneur; I am painfully aware that the project is the culmination of hundreds of people. Even today, every agent in the market will upload data for programs to process at midnight. A kink in the wheel could stop a massive engine from turning calling me in for repair duties.
Prior to tackling data I'm working with a partner on a survey of foreign laborers imported to Branson from overseas. Through the course of the evening I meet eight groups of foreign workers. Each group is segmented by nationality. Twelve Russians, eight Macedonians, three Turks and seven Kazantzakis pay between 2,500 and 5,000 to work in glorious Branson. The fact is a bit irritating since the welfare dole overwhelms our Christian County neighbors.
A legislative meeting at Branson City Hall conflicted with a debate at the Keeter center.
While the majority of my career has focused on technical know-how, trends force me to adjust my strategy and collaborate in new ways.
Back to the Keeter Center. Three major players lack of attendance weakened the civic value of the debates. For Missouri's District 7 Congressional seat both state senator Jack Goodman and Gary Nodler are absent. For Missouri's open Senate seat Congressman Roy Blunt isn't present. Though more are missing the three politicians mentioned above have a high likelihood of victory.
Hollister's favorite political irritant Ricky Renfro promises the video of the event so I took advantage of my time at the debates to work the halls and gather political intel. Like the cron job on the real estate site Renfro delivers by morning. We struck a deal. If he liberates the data I'll run a post for his favorite candidate.
At Branson City Hall, former Nixa Alderman Micheal Durbin's on the case. As a conservative at a Branson Alderman meeting he's alone amongst a herd of liberal sheep; but he's a fighter, understands municipal law and procedures and I believe he'll serve Branson as a good watchdog for the public. I'm excited to see his work.
Prior to arriving in Branson I worked as a strategist for a silicon valley tech firm. Corporate intelligence is far more complex than politics. While sharing information in business can get you in legal trouble, withholding information in politics is illegal.
When the night was still young I gathered war stories. Competing politicians eye me as I speak with their competitors (I talk to all of them) and I gather the tales of battles fought. It's a necessary procedure to raise personal empathy. The death of 648 journalists is a double edged sword, it means few will pity my experiences being unlawfully detained
Southwest Missouri Politicians have to develop a strong ground game to win elections and one politico recounts having phlem hawked into his face after telling the citizen what party he belonged to (she didn't like Republicans). I bet he wished he didn't knock on that door.
A congressional candidate shares his non-stop schedule and frustration with constantly answering false accusations. A local politician recants a threat issued by a local reporter (he/she has a foot high stack of papers detailing what a horrible guy he is).
During election season every politician is nice to reporters. After the elections....
Twice I have to issue the riot act but it's enough pressure to learn about the character of the candidates.
As the sun rises it's time to sort through the data.It's time to re-group and test new processes intended to expand the marketplace of ideas and allow for greater community collaboration.,

The issue at hand involves a $12,315.25 check to an engineering firm in Arkansas that Western Taney County Commissioner wanted to review before issuing to ensure the business wasn't being overpaid.
According to KSPR, Pennel wrote a check to the county for $12,315.25 before finding penance might come at a greater cost.
Branson Mayor Raeanne Presley' administration purchased land from Chuck Pennel in a matter that has generated some controversy in the community. Both Pennel and Presley have criticized the City of Branson's Landing waterfront development; however, it appears being adjacent to the project was worth a cool million as a rundown building was purchased by the city to Pennel's family - a sound investment for Pennel personally.
Presiding Taney County Commissioner Chuck Pennel is fighting as incumbent for the seat proving to be a tight three-way fight. Two former Taney County Commissioners Ron Herschend and Ron Houseman are vying for the position.
Houseman recently resigned from Taney County's Economic Development Department whose focus was centered on maximizing return of Obama funds.
Exacerbating the situation, Missouri's 7th District Congressional hopeful Bob Schanz has pushed for an audit of the county with protest from the Taney County Commission.
Shanz's role as a Taney County watchdog proved fruitful as Missouri's Auditor Susan Montee confirmed mismanagement of funds. The documents Schanz presented to the Taney County Commission was reported by over public airwaves two years after Branson, Missouri begged Shanz's question: monkey business?
Taney County Assessor James Strahan Asks Missouri Legislature For Answers

Thirteen Taney County Road and Bridge Staffers Hit Unemployment Lines

Exceeding the sales tax levy allocated for Taney County's Road and Bridge department Western Taney County Commissioner Jim Strafuss held budget approval hostage until a solution was found to the deficit spending trend. Thirteen jobs were cut from the department.
Official Word from Taney County came today:
Taney County, Missouri, January 08, 2010: Budget concerns and a desire for more efficient operations led to the elimination of 13 positions at Taney County Road and Bridge today.
The positions eliminated were selected based upon a determination of what was in the best interests of the Taney County taxpayers and the efficient operation of Taney County Road and Bridge.

1. What are some of the challenges you've faced early in office?
change in general has been the hardest. Lack of reputation, people are very scepticle. There is tramidus potential, and untapped resources.
Jim was approached in 06 to run for the office, and he said it wasnt ready. Being in the front run was not something he was interested in.
2. What was the issue with tax assesments and how were they resolved ?
How many people challenged there assessments through the Board of Equalization
from the board- the board felt that the increase was too much burden for the citizens to handle in one year. The werent disputing the accuacy. the ability to handle the increase
when you taxes go up 45% in one year most cant handle it, they wanted to phase it in.
Jim-felt way too much emotion in the meeting, when the board is in place to help oversee and fix things, once the vote is done you move on,
the sesson is over, it is resolved, they have their orders. Jim voted against the whole thing because they removed the increase last minute.
3. How has the controversy over tax assessments affected your relationship with your fellow commissioners?
For Jim personally, it hasnt, "I departmentalize and move on, BOE is a small part of my job, I keep emotion out of my job".
There is definately conflict in the office, there is times of tention. I go in do my job and go home. I never stood around the water cooler and talked.
Alot of backbiting. Im there because I want to make a change, if people dont like me they wont vote for me again. You have to ask why are they there.
There is still and east county and west county way of thinking. I dont fault their possition, if they feel passionate about it, my job if im passionate about something I try to get a majority vote
Its about getting the job done.
4. What issues do you plan to tackle over the next few months?
starting the budget process for next year.
I think theres alot of waste, better efficenties.
Focus on grants and stimulus money, big milestones coming up on that.
east west coridore, from the tiger grant money. vote tomorrow to file an app for the grant, if they are successful they will get about 75% for the east and west coridor
They are spending 50,000 to apply, 25mil, project which if they get it they will get up to 75% of that project.
5. You've been in office for about 9 months now, what do you feel is your greatest accomplishment so far?
stop the steeling, saving money, restructuring the county, some people have moved on since hes been in office, but it has allowed a more professional invirnment
promoting from within, just changing the way things are done. becoming more fisclally responsable, and the level respect from outside community is gaining.
Communication is better.
6. What do you feel is the greatest struggle you have faced?
Old traditional thinking and reasoning.
7. I understand you took some heavy fire from another commissioner a couple of weeks ago, what was that about? Has it been resolved?
alot of people are saying there is a conflict of intrest in the two brothers, that it is an elthics issue,.
the only place that ive heard over and over again, is it ethical for one commissoner to vote on a brothers project?????

James Strahan - Taney County Tax Assessor Invterview.
Taney County Tax assessments always provide vibrant debate and tension among leadership. The interview posted above was shot during a break in the Taney County Board of Equalization meeting last week where citizens can challenge the assessed values and corresponding tax rates for their property.
Tax Assessor James Strahan was belligerent in his battle with Missouri's Tax Commission over assertions that rates weren't in compliance with increasing property value in the county. The battle made headlines as Strahan asserted, "I am not a puppet of the state" - who withheld nearly $750,000 in funds.
Taney County sued the state to recover the funds in the 32nd Circuit which covers Taney and Christian Counties but the suit was moved to Cole County in Jackson County where Missouri's Judicial ruled in favor of the state.
During the controversy Strahan accused among other things that Taney County Commissioner Chuck Pennel gave special treatment in the form of reduced taxation to personal friends stating:

As aroused citizens gathered at a recent Taney County Commissioners meeting to protest property tax increases, the rhetoric continued with heated language passing between the three person commission that runs the county government.

The Board of Equalization voted to cut recent tax increases by 50 percent for 15,000 of Taney County taxpayers.
Tax Assessor James Strahan was belligerent in his battle with Missouri's Tax Commission over assertions that rates weren't in compliance with increasing property value in the county. The battle made headlines as Strahan asserted, "I am not a puppet of the state" - who withheld nearly $750,000 in funds.
Taney County sued the state to recover the funds in the 32nd Circuit which covers Taney and Christian Counties but the suit was moved to Cole County in Jackson County where Missouri's Judicial ruled in favor of the state.
During the controversy Strahan accused among other things that Taney County Commissioner Chuck Pennel gave special treatment in the form of reduced taxation to personal friends stating:
"During the 2007 Taney County Board of Equalization Taney County Commissioner Chuck Pennel vigorously battled for lower assessed values for specific friends and individuals. Immediately following the Board of Equalization, Commissioner Pennel constantly supported an additional 15 to 30 percent increase equating an approximate $3,000,000 to $10,000,000 increase to the citizens of Taney County. Commissioner Pennel and Commissioner Herschend decided not to fund the Assessor’s office and would send the employees home cutting services to the citizens of Taney County id the Assessor did not cut a deal. "

The opportunity is huge, but the clock is ticking,” stated Ken Kline, Chairman of the Taney County Industrial Development Authority, to the Taney County Commission on Thursday, February 26. “Hundreds of municipalities and Counties, and many states, have pre-packaged their proposals to receive favor in this stimulus legislation and are well on their way to applying for, and getting, the requested funds.” Kline went on to assert that as a community, we’re already behind schedule in discussing potential benefits to Taney County and that the Taney County Industrial Development Authority proposes immediate action on the part of the Commission to address this via the budget and personnel.
A motion was made by Commissioner Strafuss, seconded by Commissioner Strahan, and duly passed to increase funding for the Office of Economic Development and for Industrial Development Authority special projects. The Taney County Industrial Development Authority proposed a restructuring of the Office of Economic Development and the immediate hiring of two full time personnel. A third position, Office of Grants Facilitator, is envisioned to be more than one person and not a County employee.
Ron Houseman is joining Taney County on an interim basis as Stimulus Funding Coordinator/Government Liaison. Houseman served as the Taney County Clerk from 1979 through 1998 and held a number of leadership positions during his tenure in office including President of both the Missouri Association of Counties and the Missouri County Clerks Association, Chairman of the President’s Advisory Council for University Extension, Chairman of the National Association of Counties Environmental Committee and a host of other leadership positions. Houseman currently serves on both the Board of Directors of the National Association of Counties and the Missouri Association of Counties.
Houseman’s immediate duties are to identify current-need, County-level projects, infrastructure improvements, replacements of shovel-ready near-term needs within Taney County that could be funded in whole or in part via recently passed federal stimulus legislation or state and regional programs.
Joan Chowning has been hired as Community Liaison for Economic, Community & Infrastructure Development. Chowning was Economic Development Director for Taney County in 2006 and 2007 and holds a master’s degree in Communication from the University of Arkansas. Her immediate duties will be to support the effort to identify projects in Taney County and advance the effort to pursue stimulus legislation funding or funding through state and regional programs.
Commissioner Strahan commented that “Taney County is very fortunate to have two individuals of such high caliber with the experience, knowledge, and contacts as Mr. Houseman and Ms. Chowning.”
Commissioner Strafuss stated, “The County had been asked to do something to get a share of the revenues offered through the stimulus plan. Hiring Ron Houseman and Joan Chowning was the best step possible for heading us in the right direction.”

Taney County Coroner Independent Candidate - Deborah Ware Kicks off Campaign
Branson resident Deborah Ware is facing off against Kevin Tweedy for Taney County Coroner.Having received enough signatures to be placed on the ballot, Ware faces a tough race. While most Taney County Offices are secure after last weeks primary due to the strong Republican leanings of the Taney County electorate,
Ware strategically scheduled her election bid months ago and publically announced her candidacy today.
Ware believes several deaths in Taney County worthy of investigation have been untested due to judgment calls made by the current administration.
***Ware noted the Tri-Lakes Tribune erred in stating Tweedy is running unopposed in the general election.
