Branson Leaders Fiscal Irresponsibility Results in Fee Increases - New Taxes Inevitable
The massive spending spree and new expenditures initiated by Mayor Raeanne Presley have leaders scrambling for new revenue sources.
A massive boom from the Branson Landing and its accompanying windfall of income hasn't offset the spending patterns and increased debt since a transition administration took office in 2008. Millions of dollars in consultants, some of which were contracting with the Mayor of Branson prior to her taking office, new categories of expenditures, litigiousness and "mayor fun trips on the public dime" have created a deficit unmatched by previous administrations. Branson's perspective of fiscal conservatism has gone to the wayside and the savings these policies have brought to the municipality have been rapidly squandered over the last three years.
The broken promise of fiscal restraint will be highlighted at tomorrow nights meeting at city hall. Three years of record income have Presley's appointed finance committee currently discussing strategies for raising taxes.
Citizens in Missouri have a defense with Missouri's Hancock Amendment which restrains government entities from rapidly raising tax rates when mismanagement occurs.
Lobbyists funded by Branson taxpayers are being told to fight against the limitations. In other words, public funds are being used to enable higher levies against Branson's residents.
In the meantime new business is coming to a halt. An anti-business and anti-growth policy is successfully being posted with new green initiatives aimed at permanently stopping new development and the accompanying new income. Prior to taking office Presley complained that the new growth in jobs, while the rest of the nation experienced a recession, were forcing her personal business to pay higher wages - poverty benefits some.
Last month the city dished out a $250,000 check to an entity that is helping to create buy-in for furtherance of the anti-business agenda. Carefully constructed questions are designed to give the inevitable answer that economic prosperity is bad for business which will eventually yield catastrophic results on the economic health of the community.
MSU Instructor Linnea Lantria will lecture city officials tomorrow as a plant to assist in the battle against free market economy and individual land rights. The lecture will boast the benefits of eco-tourism and will feature such examples as Egypt and other third world economies as an example for Branson with a presentation entitled "Developing Sustainable Destinations.
Though Gaia or earth worshipers may find the idea appealing, sustainability ignores economic realities. The new Convention Center and Branson Landing were built to increase land values; however, statements and actions taken by city leaders appear to promote the intentional devaluation of city property.
Last nights meeting asked for new fees across the board. The get gain is estimated at $62,000 less than a tenth of Presley's legal battles this year which blatanttly contradict public statements made to the national press.
The public funds given to a handful of law firms to battle in the courts for our mayor have not been openly discussed. While a brief period of openess occured when a new mayor took office, the commitment to open government quickly receded. Even Branson's own consultants have noted the lack of fiscal oversight of tax funds.
A commitment to the Sunshine law has darkened and active efforts to thwart free market principals, essential land rights and economic growth have frightened new businesses from coming to Branson. While Planning and Zoning meetings once dragged to midnight; they are now be canceled.
In the video above both Chris Jordan and Bob Huels note the problems associated with new fees, heavy bureaucracy and an active effort to regulate businesses.
Jordan seems to express regret for not opening a business across the street from Tijuana Willies where fees are substantially less and government less burdensome.
Huels notes that the new policies are emulating less fiscally successful municipalities and discourages new business and the new revenue they bring to the area.
Though the meeting appeared to be a discussion, Presley revealed they were going into effect as soon as possible. Raising fees doesn't require a vote and appears to be a strategy of governance as opposed to a hard look at cutting the new financial burdens recently brought to the city.

Rumblings in the backrooms of Branson City Hall prompted a post here on the Branson Missouri Blog July 6th asserting that Presley's censorship efforts were waning.
Outside of a regular meeting, during a planning session, city leaders came to consensus and rejected a permit claiming Grand Palace owners posted an announcement for the event before a permit was filed. As demonstrated, the release was a dishonest statement.
Apparently, Lawson asked Dunn to fill out another form in July a month after the original was submitted and 20 days after the city of Branson has the ability to protest according to statute.
At the order of Branson Mayor Raeanne Presley a press release was sent to millions of people across the nation. Under contract with the owners of the local ABC and NBC affilliates KSPR and KY3 Presley currently has complete control over content distributed over a Branson television channel.
Preliminary data suggests the accusation that Dunn didn't file a permit before July was distributed across hundreds of media outlets nationwide. The press release also provided a number of "hoops" Dunn had to jump through to get a permit to hold a concert outdoors. Dunn complied submitting response to the concerns 48 hours ago. The city was open producing the document for public view after this post was initially published
Gang of Mayor and Tax Funded City Employees Pressure Dunn in Private Meeting
**At Dunn's request information about a meeting with city leaders previously posted is being pulled. Dunn didn't deny the facts of the meeting; but wanted to protect other members of the community who may be harmed by the information. The information will be published at a later date after appropriate clearance is given.
In order to censor "un-Presle"y approved exercises of free speech and specifically to block an annual event titled, "Promenade of Stars", the board of alderman, led by Presley's command changed the "right to assemble" from a neutral process to one which the mayor can reject.
Presley Censorship Act of 2010
The ordinance change is contained in section 450 of the Branson Municipal Code known to civil rights supporters as the "Branson Censorship Act of 2010" forces approval of permits for outdoor gatherings from the parks board to Jim Lawson's department. Lawson came on board in April after a whistle-blower who accused Presley's administration of fraud was fired.
The event is a Macy's type parade where internationally recognized stars and some of Branson's lesser known acts such as the "Presley Cave Jubilee" are given national airplay.
Branson Tea Party activist Gary Bartlett has financed the parade through business development deals, importing internationally recognized talent and inking major brands to bring the event to a wide audience.The family friendly event was held last year on Branson's 76 strip.
The Branson Chamber of Commerce figures estimate the parade is worth millions in revenue and unlike the Presleys, doesn't require tax funding to market aka finance.
City officials confirmed that last month a meeting was held at city hall which included a representative from the Branson Chamber of Commerce to negotiate with leaders who have been working to censor the event.
Bartlett's application hearing is being held in August. The issue of whether Presley has the right to censor free speech in Branson has not yet been challenged but disrespect for the veterans who have fought and died for the right is inherent.
Unfortunately, individuals with specific business interests are participating in an ad-hoc process which flagrantly violates 1st Amendment rights. According to the Constitution of the United States the right is granted by the almighty not a business competitor.

On Wed. July 21st at 10:36 a.m. Dunn submitted documents appealing the decision. In the 48 hours prior Dunn received a note of support from neighboring businesses which included Andy Williams theater. Other issues including parking were also resolved and supported with documentation.

Branson Installs Solar Powered Stop Signs at $4,000 More than it costs to build the current signs

Oddly the environmental destruction (ie 20,000 gallons of water) to create solar powered stop signs at an expense of over $2,000 a pop didn't come into question. Expect Branson's business partners KSPR and KY3 to run this story on tonight's prime time news broadcast instead of correcting the fraudulent numbers they published last week on the Branson Landing debt.
No complaints have been issued regarding the traditional reflective signs which costs the city of Branson under $125 to create.
Of course, the city of Branson currently builds signs in-house which forces the city to use the local work force.
While economic sustainability isn't being questioned the issue of "sustainability" focuses on regulating private property and both has and will continue to erode property rights.

Branson has taken another step in “going green” by installing solar-powered, flashing
stop signs at two busy intersections – Gretna Road and Wildwood and at Wildwood and Golf
View Drive.
The solar panels are attached above the signs and energy from the sun and not
electricity powers the flashing red LED lights around the signs.
Total cost for the four stop signs, the first in the city, was $4,100, but the city expects to
recoup that money over time in electric savings.
The city’s engineering and public works department placed the signs at these particular
intersections because their locations make them difficult to see, and especially after dark.
According to the sign’s manufacturer, the attraction of the bright flashing LED lights will bring
attention to a distracted driver up to two miles away.
City officials believe that by increasing the visibility of the stop signs, they will also
improve safety at the intersections.
In addition to the sun-powered stop signs, other green initiatives taken by the city include:
o Installing LED lights at the RecPlex parking lot
o Performing an energy audit of all city facilities
o Creating a Sustainability Council composed of city employees to lead city initiatives
o Reusing aluminum street signs
o Considering vehicle replacement policy that will encourage fuel-efficient vehicle
purchases
